IOGCC Task Force Subgroup Meeting 1 Held

The Interstate Oil and Gas Compact Commission (IOGCC) Carbon Capture and Geologic Storage Task Force (Task Force) has been addressing legal and regulatory issues surrounding the capture and storage of anthropogenic sources of CO2 since its inception in 2002. In July 2012, with funding from the U.S. Department of Energy (DOE), the IOGCC Task Force, renamed the CGS (carbon geologic storage) Task Force, began a Phase III effort. Under the terms of the agreement with DOE and the National Energy Technology Laboratory (NETL) through the PCOR Partnership, the Task Force will focus on the issues of operational and postoperational liability, only as they pertain to deep storage, not enhanced oil recovery (EOR)-related storage. It will seek to augment the Task Forces existing guidance to states and provinces in this area. This is the sole focus of the work to be undertaken by the Task Force in the 14-month effort. The IOGCC Task Force Subgroup Meeting 1 was held via conference call on November 8, 2012. All appointed subgroup members were able to participate. The meeting summary from the Task Force kickoff meeting was reviewed and discussed. In addition, various financial instruments and their applicability to particular phases of a geologic storage project were analyzed. The subgroup also discussed the development of a bibliography that contains documents relevant to the subject matter. The documents will be available on OneHub, the document-sharing site used by the subgroup and Task Force.
