Bell Creek Test Site - Carbon Dioxide (CO2) Procurement Efforts for a Large-Scale CO2 Storage and CO2 Enhanced Oil Recovery Project

Based on the results of the Phase II (20052009) field validation tests, as well as other Phase II activities, it was concluded that the PCOR Partnership region has tremendous carbon storage potential. Tertiary-phase enhanced oil recovery (EOR) represents the primary near-term opportunity for managing CO2 in the region, so much so that EOR demand for CO2 in the region exceeds the near-term supply. This limited CO2 supply would prove to be one of the most difficult hurdles to overcome in the PCOR Partnerships quest for a commercial-scale carbon capture and storage (CCS) project. The selection process to site the commercial-scale CCS project is described. Details on the selected Bell Creek oil field site are provided along with publicly available details on the CO2 procurement for the site. An overview of standard CO2 purchase and sale agreements is provided. Sample purchase contracts are included for reference.
